NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Duties

As a ADMINISTRATIVE SUPPORT TECHNICIAN, GS-0303-5/6/7, you will provide administrative support to the organization. Provide information management and direct IT workgroup management support to the organization. Coordinate with all functional areas of the Squadron, other directorates, the host communications flight, State Headquarters, and lead and gaining MAJCOMs. Provide leadership and oversight to the unit orderly room function. Plan and provide master-task training to all unit information management personnel. Serve as the primary advisor to the Commander for all unit information management (IM) support functions. Formulate, develop, and direct the implementation of IM policies and procedures. Recognize needs, initiate action, direct or personally formulate new administrative policies and procedures, and recommend changes designed to improve administrative efforts or services. Perform duties as either unit workgroup manager (WGM) or workgroup administrator (WGA). Coordinate with Host Base Network Control Center (BNCC) Manager concerning installing/deleting user software. Provide software application assistance for commonly used office automation and telecommunications applications. Work with supported users in performing Information Resource Management (IRM) concepts such as data base recovery for resident programs, moving files from one media to another, configuring user software, modifying software configuration, and performance of basic configuration management functions. Serve as the unit personnel database and automated orders system coordinator. Assures guidance, training, support, and assistance are provided to functional areas. Perform duties used to maintain the integrity and security of database elements and information. Ensure access is limited to authorized individuals. Participate in small computer support program, providing training and guidance to end-users. Work with other support personnel to train office personnel and functional end users on use of office automation computers, local and wide area networks, other automated tools, and security policies and procedures. Serve as Unit Web Master or liaison. Plan, implement, maintain and establish local policy on the unit's external and internal World Wide Web Telecommunications Home Pages with counsel from the Public Affairs, Legal, and Communications-Computer offices and Host Wing. Manage and coordinate on all unit World Wide Web Home Pages to ensure compliance with established format, classification guidelines, Privacy Act and Freedom of Information Act. Provide guidance in the design, establishment and maintenance of Web pages for supported users. Plan, organize, direct, and oversee the implementation of electronic media and computer systems within the section and throughout the administrative functions of the squadron; to include electronic records management, electronic publications distribution on the LAN, automated maintenance of the base and functional libraries (on computer disks), use and application of computer generated graphics, desktop publication, etc. Ensure electronic records maintained on the LAN are preserved, maintained, and disposed of in accordance with established directives. Manage software application training throughout the unit for administrative systems including electronic mail. Implements and monitors electronic mail policy. Coordinate with the LAN Administrator on individual access rights to LAN-based applications. Identify, maintain, and protect official records. Coordinate and process requests for records and other documentary materials. Provide research guidance, obtain materials for inquiries or counsels the requester on source. Compile material for reports and Privacy Act records for submission to higher headquarters. Provide Privacy Act and Freedom of Information Act (FOIA) procedural training. Ensure technicians are aware of policies, procedures and practices of senior management as they relate to the work of the unit. Plan and schedule training activities for Drill Status Guardsmen. Monitor the training programs for all assigned support services personnel, including Information Management (including Work Group Management), Services, Disaster Preparedness, Security, and Safety personnel. Oversee and conduct On-the-Job Training (OJT) for personnel. Ensure the availability of lesson plans, facilities, and training aids. Monitors the training status of personnel and ensures the supplemental and / or remedial training is accomplished. Accomplish or assist in accomplishing a variety of military personnel transactions including appointments, enlistments, separations, promotions, duty assignments, transfers, officer and enlisted evaluations, line of duty actions, security clearances, retirements, applications for school, payroll actions, and other personnel and pay actions, and forwards same to a higher level military personnel or finance office.

Qualifications

GENERAL EXPERIENCE: Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:GS-07 Level - Must have at least 12 months experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience demonstrating the ability to advise lower graded employees. Experience working independently and setting priorities with very little supervisory control. GS-06 Level - Must have at least 9 months experience performing administrative work, gathering information, compiling data and preparing reports. Experience in the interpretation and application of regulations, procedures or law. Experience using oral and written communication. GS-05 Level - Must have at least 6 months experience, education or training that provided knowledge of general office work which may include but is not limited to: answering telephones, receiving and distributing mail and maintaining records. Experience following oral or written instructions to accomplish work. Experience establishing and retrieving files and information. Experience using common computer software designed for word processing.

If you are using Education to qualify for this position,Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.
